Add TeleporterService. Needs game update for configs. Please enable in
teleporterservice.properties in game.

This also needs custom npc data to be enabled in general.properties.

The default NPC is 60002. So when the teleporter is loaded you first
need to spawn it with the //spawn 60002 command.
