BETA: Fixed a bug that was introduced with `MasterHandler` update in [10395] that registered action handlers and action shift handlers on each others manager. * DP-Part of [L6600] * Removed changelog generation from build file. * With [L6600] and this enemy clan support was removed and monsters wont attack each other anymore.
