BETA: Fixing skill magic levels. 

	* Added missing magic levels for enchanted skills.
	* Removed duplicated magic levels.
	* Fixed wrong magic levels, the rest will be done in following commits.
	* Fixed some passive effects, stats should't be added with out a wrapper effect!
