Feature: Update Nevit's Herald NPC to match High Five (CT2.6)

-- Fixed License in file (L2J Server by L2J DataPack)
-- Removed QuestState import, not's needed
-- Added a minimal description of script
-- Fixed spawns of NPC to retail values. Added missing spawn in Heine.
