rework creation point

removed duplicate creationPoints nodes from
data/stats/chars/baseStats/*.xml
renamed startPoints.xml to pcCreationPotions.xml
added data loader also add reload gm command 

- Update Pets stats
- Add missing stats
- Add 3 High Five pets
- Add all pets in GM shop

If triggered skill have cast range above 0 and is target self for
activate need target to be in cast range.
